Even if it ran counter to ethics and morals, one often had to commit evil deeds to protect the majority—this was the "necessary evil."
As long as there was a structure that could be called an "organization" with more than two people, "necessary evil" was inevitable, sooner or later, regardless of the target, people would always face this choice.
It was unavoidable and not to be overly criticized.
However, not all bad deeds had to be done personally; sometimes, letting others—especially your adversaries—do these things and take the blame was best.
