As the old saying goes, it's only when dogs are needed that one laments not having enough. Many things, especially those that could lead to a spine being pointed at and possibly cursed for centuries, are best left to the lackeys. Various grandees hide behind the scenes, feign innocence and indulge in magnanimity, all while unwittingly shifting the blame and thereby accomplishing what they intend; this is the correct posture for occupation. Allowing lackeys to wreak havoc and undermine one's own position is characteristic of a third-rate occupying force.
