It seemed similar to both the Holy Roman Empire and the German Empire, under the banner of an empire within a confederation or federal framework, with each kingdom, city-state, and free city maintaining considerable independence and having their own separate domestic and foreign systems. Put nicely, it was the same country, but more bluntly, it was full of scattered, self-governing entities. The decline of the Holy Roman Empire and the collapse of the German Empire during World War I were all indisputably tied to this chaotic and slack system.
