This seems like a facility designed to protect a prison or KZ (Konzentrationslager, the abbreviation for concentration camp). Finding a wall like this surrounding such an institution would not seem out of place at all. The issue is that this wall is located in the urban area of Lutèce, dividing the whole city into three — just as the once Charlemagne Kingdom was divided into three by a descending Iron Curtain after the war.
Some might think this is also an "accomplishment" of the Empire, yet it is not.
It was the Ros United Duchy that began building the wall.
