Chapter 87 - OSSR

"Ura!"

In a meeting room in the office of Volodymyr Shcherbytsky, the first secretary of the Ukrainian communist party, located in Kyiv. Andropov is cheering with him and the other staff, celebrating the victories.

"That's very exciting news, Comrade Secretary. I guess our citizens have something extra to cheer about later when you announce." Shcherbytsky said. 

After the power struggle, Andropov did not start another round of purges against the old-Brezhnev clan, as he said before, he would like to put all his effort into the war first, and hope everyone to unite as one.

"Sure, Shcherbytsky, many who work in government must have already known the news, but I believe it will be more exciting when the moment I declare the Orc's kingdom has been destroyed," Andropov said excitedly. 

Having brought such a huge victory to the country right after taking office, his support rate within the party and popularity among the people will skyrocket. Of course, not to mention the anti-corruption work he had done before, which already gave him a high support rate.

"However, what I am more concerned about now is how we should manage the occupied area? Even though many of the Orcs start to stop resisting and surrender to us, there are still a very large number of them, which I would see as an unstable factor. I will be curious about how we should deal with them. If we had to maintain such a large garrison there, I'm afraid we might have to expand our army for another couple of million. Else we might lack manpower in another direction." Ustinov the side.

The troops used for this operation are all the regular army before the war, no divisions are fully formed by mobilised conscripts. At most, some of the divisions are filled with retired veterans who get mobilised again.

"This is what I was worried about as well. No matter what situation we meet and manage, at least we are dealing with humans. Now, there are orcs, wouldn't there be difficulties for us to rule them? I heard that humans and orcs see each other as enemies since the day they are born, it is even difficult for us to build a puppet state." Shcherbytsky also speaks out about his doubts.

His worries are not unfounded. Before this, in the land of Plain, there were only humans and animals living under Soviet Union rule. And as the humans there have already been slaves for the undead for many years, they have lost the ability to manage themselves. So by the time the Red Army took down the whole land of Plain, Brezhnev gave easy instructions.

In the East of Plainspire, all the land will be distributed to Russia, Latvia, Estonia, Lithuania, Belarus and the Ukrainian SSR. Due to the Baltic States suffering the heaviest losses in the war, regardless of population or infrastructure, three of the SSR received a very large proportion of land as compensation.

While in the West of Planspire, they were ordered to build fortifications to prevent attack from the undead again. It was set up as a buffer zone and also a military restricted area.

The reason for this can be easily applied because there is no national consciousness among the people living there. However, there are some in the Orcs, they even have racial awareness between humans and Orcs.

For all their question, Andropov smiled.

"Your worries and analysis are not wrong, but I have already thought about a possible effective way to deal with it."

The two of them immediately perked up and prepared to listen to him.

"First of all, Ustinov's worry, for the Orc prisoner problem, I believe the last generation of administration, precisely Stalin, has already given us a demonstration. They will be sent to labour camp. I believe our nukes, missiles have already destroyed every single city the Orcs have, and now it is time for them to rebuild them."

"I also noticed that the infrastructure there is terrible, where they can work as well, we've got plenty of work for them to do. They will be helping us to build railway and road, the Octa land must have a stronger connection to the Soviet Union."

"Then, Shcherbytsky worried about the rule on the Octa land and people. I will say, the 'Will of Nation', or maybe you would like to call him Comrade Lenin, has already given out the solution."

Both of them are confused, how did Lenin give them a solution on how to manage a totally different creature from humans.

"60 years ago, when we won the civil war against the White Army, many of the original territories from the Russian Empire gained their independence. To get back this territory, it seems like force is our only way to do it, but by that time, the SFSR was exhausted and near ruin after nearly 10 years of war."

"So, are there other ways to do it? Yes, by the ideology of communism, we united all those territories that gained independence. This is the reason why our country all called as Soviet Union, the Union of Soviet Socialist Republics, once in human history that a country are named without using geography and races."

"Comrades, I still hope that you remembered, the roots of why our country is strong is because of our ideology, and that is the solution to managing the orcs. The orcs are still a creature, even though they might have some different behaviour compared to the humans, but what they want is still basically the same as ours, which means the ideology of communism and socialism is still applicable to them."

"I am considering letting them form a soviet socialist republic as well. The name will be using their old ones, the Octa Soviet Socialist Republic, OSSR. This will be formed when most of the prisoner have done their job and have accepted the ideology of communism and socialism. Of course, this is just my very ideal idea, it is still far from operating it, I will still need to discuss with the politburo."

Shcherbytsky and Ustinov are both kind of stunned after listening to Andropov's speech, forming a new soviet socialist republic is kind of an old concept for them. Recently, they have become more used to setting up a puppet state, regardless they believe in communism or not, as long as they are listening to the USSR instructions, or are raging proxy war.
