[New Jaku Research Facility - Elevator - Currently Travelling Down]
The tension in the elevator could be cut easily with a birds' feather.
The Deputy Commissioner Takami had taken the 3 men who knew the secret of the world's most powerful Quirk.
One For All.
Due to national security, the situation they were about to be involved in was of the most delicate matter.
Izuku being the current wielder of the Quirk had the most questions. Before anything could be asked.
Hawks: "I'll be frank. All Might. Outside of fighting him. How much of AFO's underworld have you taken down."
All Might is almost is taken aback by the question. But knows the man wouldn't be asking this without a good reason. Probably knowing that he'd visited the villain some time ago.
All Might: "His underworld, hmm?"
Toshinori spent the vast majority of his adult life chasing his masters' killer and anyone associated with him. Bringing them to justice for countless victims.
All Might: "After came back from America all those years ago, I dismantled his dark underground fighting rings along with regular crimes."
Bakugo: *Damn that's cool*
Izuku: *Wow*
The 2 heroes, even with feats of their own, are still amazed by the actions of their predecessor. He did drop the crime rate of his country to an all time low, like no other hero has.
All Might: "I'd hope after our first bout everything he had would rot away."
Hawks: "I would've love that to be case as well. But the government had other thoughts."
The feathered commissioner pulled out a stack of papers and handed them to Dynamight.
Reading through them, Bakugo is freaked out at the contents.
Bakugo: "These are all fake."
Hawks: "Quite. It turns out that taking Quirks and lives wasn't the only thing AFO could do. He had consolidated a good portion of his wealth under shell corporations with a fake name. From construction companies to orphanages all over the world."
Izuku: "Orphanages?!"
Hawks: "Yeah. Hundreds of kids with uniquely powerful Quirks. Likely from families he had ruined himself."
Bakugo grips the documents in his hand from the anger.
Bakugo: "Faceless bastard!!"
Izuku: "Did you question anyone from his schemes?"
Hawks: *sighs* "Tons. Most say he was the 'cheery benefactor'. After we used...other methods on his more difficult employees. It just revealed what we already knew."
All Might: "He threatened their lives and everyone that they knew remotely."
All Might knew all too well what the acts of AFO. If he needs you for a goal, no matter the size, he'll make sure there's no choice for you but to say yes.
Hawks: "Even worse. Those corporations recorded are the ones only in Japan. We're getting sources that tell us there could be more across the entire world."
Izuku: "More orphanages?!! Ack!!"
Deku started remember Tomura, or rather Tenko Shimura. Over the years, he began getting dreams.
Flashes of memories.
Similar to the memories of the other vestiges of OFA. But solely for little Tenko. A crying boy all alone.
Needing to be save.
But out of reach.
All Might and the predecessors chalked it up to the residual malice of the All For One quirk he had experienced during the Jaku City raid.
All Might: "Midoriya!!!"
Izuku: "....I'm fine..."
All Might: "You're feeling it again?"
Izuku: "Yeah...but gone. No matter how hard I try to remember them, I just get a sense of loss and loneliness."
Bakugo: "..."
Hawks gave the 2 a moment before continuing.
Hawks: "Then an recent incident got our full attention."
The elevator the group rode had reached their destination.

Around the heroes existed another facility.
Not too unlike the secret lab All For One's right hand, Kyudai had. Yet unlike the evil scientist, these sub-laboratories were used for projects sanctioned by the government. Hopefully, that would mean more humane endeavors that would support the world than corrupt it.
Bakugo: "What's the deal here commiss? These labs apart of the rats blueprints too?"
Hawks: "We may have made a few more than we told him we were gonna. Welcome to Hero Intelligence and Response Division or (HIRD). Hehe."
The almost bird pun was not lost on the 3 but they listened intently.
Hawks: "Prevention is name of the game. So down here, is the dream factory. Advanced surveillance, data analysis, tactical coordination, scenario simulation, even inter-agency collaboration. I think we can all agree that since Jaku...none of us wanna have our pants down if another Shigaraki is born."
Izuku: "How many heroes know about this place?"
Hawks: "Well, I would've said something to guys on the reunion day, then everything got all such and such. Regardless, it's need to know. And you were in a coma. You were keeping busy tracking down those leads of that day. And youuuuuu were buddying with coma boy."
Speaking about Izuku, Bakugo, and Toshinori respectively.
Hawks: "We can even gauge future top talent from the different schools from down here."
He points towards a horde of monitors displaying all of the Hero Course campus' across Japan.
Bakugo: "Enough with the gloss feathers!! You said this had something to do with One For All. So how?"
Hawks: "...follow me."
The 4 gentlemen continue to walk down the lab. Reaching a wider viewing room. Through the glass we someone connected to a multitude of life-supporting equipment.
Izuku: "?!!"
Bakugo: "?!"
All Might: "?!!!"
Upon closer inspection, the 3 men are shocked to see someone in such a state.
A baby. A very premature-looking baby.
Izuku: "Who is that?"
The Deputy Commissioner looks down for a moment.
Hawks: "*sighs* A boy...who needs a hero."
