The people who had just alighted from the military Jeep were local survivors from North Bay Town. The middle-aged man leading them, called Tang Hai, was the original stationmaster of North Bay Station. According to him, after the apocalypse began, he led the stranded passengers from the station and a portion of the town's residents to hide in a nearby military outpost's bomb shelter, and they had held out for a considerable amount of time.
