"I believe that Konoha's current administrative structure is overly centralized, with unclear responsibilities and overlapping functions. For example, conflicts arise between the Administration and Finance Divisions over issues like shop permits, street planning, taxation, and business registration…"

Haruto began elaborating passionately.
