Perhaps some people like that only went after people they confirmed as being evil but so long as they were receiving money for what they were doing, they were still not too different from the others who took on the same tasks.
They were still getting paid for it at the end of the day and their actions were still usually influenced by the money that would be paid or the risk involved with having to carry out a task.
If such a task put them at too much risk then a cautious person would not try to do too much even if they got paid less than they wished for.
