The Suntan packs are illegal and if they ever get caught, they are liable to facing the punishment of becoming slaves. When I mean they, I mean that the whole pack could be given the punishment.

Shredders are like rogues but even more dangerous and hated than rogues. This is why they aren't allowed to form a pack that is acceptable by law. It'll only make everything very chaotic.
