Tokyo's preparedness for disasters, its high density yet everything being accessible via walk, bus or train. And its construction style to cover the buildings with curtains so that the pollution will be less.
And most importantly, apartment buildings like Singapore. Taking down ghettos and instead forcing people of all classes to live with each other.
Each town should have a school which goes from KG-1 to Class-13, a lake reservior, big garden, good water connection and water recycling infrastructure, general market, bus stop, and other basic facilities in walkable distance.
Of course, things would be much harder than Singapore, due to continuous migration into the city.
She will go to Japan after her schedules clears up a little to learn how they are making Tokyo.

In Delhi, instead of heavy industries, service and cleaner industries will be better. Don't want Yamuna to be polluted.
Clothing industry will employ a lot of people, but constant vigilance should be there to ensure less pollution.
Among the cleaner industries, maybe to make her newpaper more popular, Manga industry should take an entry in Delhi.
Well, there are some intense problems.
First, railway is not under her or anyone capable.
Second, land redistribution.
And third, money. Developing the city in relatively lesser time will need to have favourable financial standings, and a lot of investments.
