This vote didn't get a majority.

Then, there will be a 'Education Donation Fund'.
Every religious institutions that run charity, inside the country and from outside the country, corporations, royalties, aids, etc. can directly donate in this Fund.
NGOs will be strictly banned from entering into Education and Health sector directly. Since their intentions are good, they can directly donate into the bank account of the Fund.

For being a teacher in primary education, for a certain class, the teacher just needs to clear the '2 class-up' examination and undergo a 3 months internship to learn how to teach.
Teaching kids basic arithmetic doesn't require a Bachelors degree. Let's just put the minimum age to be 16.
This will start a surplus of teachers, give more jobs, and everyone will be happy.
And then, the next is Salaries and Pensions of Teachers and other Staff.
The British system of salaries and pension is just, plain, absolutely rubbish that seems like a primary school student came up with who has no idea how money works. Which is being currently used for all government employees that I hope that the Finance Minister will change.
For the urgent Education, for now, we will follow this financial model.
I am explaining in simple words using an example instead of the technalities. You can read the technalities in the draft, and I will also explain it after I finish my example.
Let's assume that a teacher gets 10 rupees monthly as salary. The maximum age of the employee will be 50, and after that, the person will retire.
In that rubbish system, the government will entirely pay the pension to the 60+ person who had retired at 60.
In this system, the employee will retire at 50 according to the Ashrams, plus ensuring that more people continue getting the jobs.
For their pension, since the start of the job of the employee, from the salary of 10 rupees monthly, 2 rupees will go into the Retirement Fund for the employee, with 8 in hand given to the employee.
Of course, the employee can choose to get all 10 rupees but then he will not be entitled to pension.
Now, from the 2 rupees per month of the employee, the amount will be non-taxable. A major benefit. He will be taxed for 8 rupees per month instead of 10 rupees per month.
And the 2 rupees that are monthly being given to the government for safekeeping, 1 rupee will be withdrawn and a Pension Fund will be formed, pooling all the 1 rupees from all the educational employees.
Let's say we have 1000 employees, so government will get 1000 rupees in the Pension Fund per month.
And this Pension Fund will be used in investment in safe and profitable ventures.
For example, investment in GOLD. Investment in oil companies, but that will require keeping a constant eye on geopolitical situations. Investment in private Oil refineries that will be made in India, which will generate profit and also bind private essential companies a little to the government. Etc.
So, by the time Employees turns 50, they will get the collected 1 rupee per month over the years at the same time, along with the other 1 rupee which would have risen in value a lot in the years. If the value of that 1 rupee multiplied by number of the months, let's say X, is more than 3X, the government will get 0.5X and the 2.5X or more will go straight to the person receiving pension.
And we will give the lumpsum pension at once directly into their bank account.
This way, not only government has not to spend a single paisa aside from the logistics, but government gets money to invest in key sectors that have value and are more certain to be valuable. And if the profits are huge, the government gets more money.
And its beneficial for the employees as well. Instead of getting taxed for 10 rupees, the get taxed for 8. Government ensures that they don't spend everything and have money at the end of their job, be it retirement or just switching jobs. Plus, their pension can also keep up with the inflation because we know that gold is the best investment.
For private schools and colleges, the model will be the same. Just that the salaries will be provided by them, and the pension will be halfly provided by the government and halfly by the private educational institution. Meaning 0.5 rupee if we go by the example that I gave will be used by government and 0.5 rupee by the private institution in investment using the salaries of the private employees.
This model will ensure that in a few years, we are not wasting government money in just paying retired people instead of investing on children and the future of the country.
In page 34, you will find the case study of Saraswati Vidyalay and Indraprasth Vishwavidyalay. The only difference is that instead of the government investing, I am the one investing under Saraswati Foundation.
45 of the teachers and other staffs were either killed, migrated to Pakistan, have switched job, or just gotten retired.
-All received their pensions. For the killed or missing, their nominees.
-It didn't cause any financial burden on the school and college as time went on.
-The funds of the Saraswati Foundation increased and a second Saraswati Vidyalaya is currently being built using the funds in North East Delhi.
So, this model is very successful, unlike the rubbish British Model which is just burning money.
Still, it's not possible to build schools at once. So, this Right to Education's violations will only be considered in the districts where there are atleast 5 government schools, North, South, East, West and Center of the district. Be it state or central government.
We need atleast 8% budget from central budget, and state budgets will have more flexibility.
For Delhi, from where I have won the election, I intend to allocate 40% on Education these 5 years, and the rest for Infrastructure, ration, water and other things.
After 10 years, we can debate again on the percentage of Union budget allocated to Education, or just bring an amendment at any time."
This time, seeing how prepared she was, about 68% people voted Yes, and the Right to Education was passed.
