Chapter 5 - Draft Educational Model: Part 3

The debates over the draft continued.

For schooling,

KG-1 to Class 6: Primary(Compulsory)

Class 7 to Class 9: Middle

Class 10 to Class 13: High

was the model, which didn't really meet any resistance.

Because most people didn't care about Education unless its about religion, caste, etc.

Saraswati didn't really mention that Sex Education will be covered in class 6th. It would have met with very huge resistance, and she didn't really need to get the agreements of the parliament on individual chapters.

By Class 13, a kid will be 18-19 years old. Class 13 will have introductions for the college syllabus. All subjects, none being graded aside from physical fitness exams.

It will allow the children a break after class 12th without being called a drop student, and give them a year to realise what they really want to become. Or if they want to go to college altogether.

Most of the college degrees, both undergraduate and postgraduate combined were to be completed by the age of 25-26. Marking the end of Brahmacharya Ashram.

Though Medical had to be given two years more for post-graduation.

Finally, the most controversial topic in the Educational Model came.

Reservations

"In Primary Education, there will be no reservations. As everyone will be getting compulsory education, neither affected by social and financial conditions.

From Middle school education, to High School education, all schools, be it government, private, or government-private partnership, 10% of the seats will be reserves for the poorest 10% applicants in the region. They will not have to pay any tuition and any other fees in case the school have any fees.

Moreover, while government schools will be completely free for everyone, private and government-private partnership schools may have fees, they can't exceed the Education Ministry's limit.

For example, if the Education Ministry sets the limit of the fees at 5 rupees yearly, no school in the country can charge more than that.

We will ensure that Education never becomes a privilege.

And on the top of the 10% reservation for the 10% poorest applicants, 2% seats will be reserved for the students who clear a scholarship exam which will be only for kids who belong from a below poverty line.

And while the 2% reservation doesn't have any more conditions, the 10% reservation is only for those, whose parents have married after 1st January 1948 and have 3 or less children.

For parents who have married before the date, their number of children don't matter.

It is to ensure that we don't get too overpopulated, and then when birth rates fall, we don't face a population collapse.

And finally, we have college and university admissions.

Here, 85% of the seats will be based on merit. We will have entrance exams for colleges and universities according to the subjects and the region.

50% of merit will be defined by 12th national board, and 40% will depend on the entrance exam, and 10% will depend on projects that students have done themselves in class 13. And these projects can also involve apprenticeship in an industry that falls under the same core subject, state, national and international level sports achievements, or even research, business, etc.

Now, for the 15% reservation, we will have a separate list for candidates aside from the general list under the Extreme Poverty line, and candidates under the Poverty line.

If a candidate gets admission under general list, then good.

For the 10% seats, they will be chosen from the top of the Extreme Poverty list.

And 5% from the Poverty list.

The yearly income which will definite these two lists will be defined by the Finance Ministry.

These 15% reservation students will not have to pay any fees. Even hostel fees. Though if they decide to live outside the college or university's hostels, the government will not cover that.

Again, there will again be a price cap of what can be maximum charged from the general students as well.

For post-graduation, there will be no reservation. The government will only cover the fees for students who can't pay it. They have to get there on merit alone.

And one more thing.

If someone gets reservation in college, their descendants will not get reservation so that we can uplift more number of families instead of the reservations being hoarded by those who have already benefitted from it and their descendants have an unfair advantage over the more deserving candidates."

As soon as she finished, both the 'minority' MPs and especially, Dr BR Ambedkar stood up in protest.

Now, a debate between her and BR Ambedkar will commence.
